European elections

On Sunday, June 9, 2024, all eligible voters are called to take part in the election to the 10th European Parliament.

  • Start and opening hours of the electoral office

    Once the nomination and approval procedure for the European elections has been completed, the district of Mettmann will arrange for the ballot papers to be printed for the towns belonging to the district.

    Delivery to the city of Hilden is planned for Monday, May 6.
    The electoral office will therefore be open to the public and for issuing postal voting documents from Tuesday, May 7.

    The electoral office is now back in the town hall of Hilden.
    It is well signposted and located on the 1st floor in rooms 105 and 107.

    The opening hours are
    Mondays to Wednesdays 8:00 to 16:00
    Thursdays 8:00 to 19:00
    Fridays 8:00 to 12:00
    Saturdays 9:00 to 12:00

    On Friday, June 07, 2024, the electoral office will be open until 18:00.

    Due to the final work before the election (including printing the electoral registers and handing over the documents to the electoral boards), the electoral office will no longer be open to receive and issue postal vote applications on Saturday, June 8, 2024.

  • Eligibility to vote


    In Hilden, all Germans who have reached the age of sixteen on election day are eligible to vote,
    - have lived in the Federal Republic of Germany since at least March 9, 2024,
    - have their main place of residence in Hilden and
    - are not excluded from the right to vote as a result of a court ruling.

    Special regulations apply to
    - EU citizens,
    - Germans living abroad,
    - Germans returning from abroad and
    - persons without a fixed abode.

  • Eligibility to vote - Special regulations

    Special regulations apply to the following groups of people:

    Citizens of the European Union

    - Registration ex officio
    EU citizens entitled to vote will be entered ex officio in the Hilden electoral roll if they have already applied to be registered for the European Parliament election in 1999 or later and were entered in an electoral roll in the Federal Republic of Germany, provided they are registered in Hilden on April 28, 2024 - without having moved abroad in the meantime. Like all eligible voters, they will then receive a voter's notification by May 19, 2024 at the latest.

    - Registration on application
    When participating in the European elections in the Federal Republic of Germany for the first time or when moving back to Germany after moving abroad, EU citizens must submit a formal application to be entered in the electoral roll of the city of Hilden. The application must be received by the electoral office by May 19, 2024 at the latest. The deadline cannot be extended.

    The application must be signed personally and by hand by the applicant and submitted in the original. Submission by e-mail or fax is not sufficient.

    Germans living abroad
    Germans living abroad are not automatically entered on the electoral roll. If Germans living abroad wish to take part in the European elections, they must submit a formal application to be entered on the electoral roll before each election.

    Information on the right to vote and application forms for Germans living abroad can be found on the information pages of the Federal Returning Officer.

    Formal applications for entry in the voters' register with the application for postal voting documents for Germans living abroad who were last registered in Hilden before moving abroad should be sent to the Hilden electoral office by May 19 (date of receipt of application) at the latest.

    The application must be signed personally and by hand and submitted in the original. Submission by e-mail or fax is not sufficient.

    Germans returning from abroad
    If Germans return from abroad and register in Hilden in the period from April 29 to May 19, they must submit a formal application to be entered in the voters' register in order to participate in the European elections.

    Please send formal applications for entry in the electoral roll to the electoral office of the City of Hilden by May 19 (date of receipt of application) at the latest.

    The application must be signed personally and by hand and submitted in the original. Submission by e-mail or fax is not sufficient.

    Persons without a fixed abode
    Persons entitled to vote who are not registered for residence in the Federal Republic of Germany but who usually reside in the electoral area can apply to be entered in the Hilden electoral roll between April 29 and May 19. The application for registration must be submitted to the electoral office in writing or in person during opening hours. The application must contain the surname, first names, date of birth and exact address of the person entitled to vote (for example, the address of the accommodation where the person usually stays) and must be signed personally and by hand. Corresponding forms will be available at the electoral office in due course.

  • Election notification

    The election notifications will be sent automatically to all eligible voters in the period from April 29 to May 19 at the latest if they are eligible to vote and are registered in the Hilden electoral roll.

    In the election notification you will find, among other things, the address of your polling station where you can cast your vote on election Sunday. It is not possible to cast your vote at the electoral office on election Sunday!

  • Postal vote

    Anyone who is unable to go to their polling station in person on June 9, 2024 has the option of casting their vote by post.

    Every person entitled to vote who is entered in the electoral roll will receive a polling card with postal voting documents upon request.

    If you would like to apply for a polling card with postal voting documents, you can use the online form, which is available until June 5. You do not need a polling card for this.

    It is not possible to apply by telephone.

    The application must contain the full first and last name, the street and house number, the zip code of the main residence in Hilden and the date of birth. An alternative shipping address can also be specified.

    Anyone submitting the application on behalf of another person must prove that they are authorized to do so by submitting a written power of attorney.

    Please note the postal delivery times of several days, over which the electoral office has no influence.
    Delivery by the next day is not guaranteed!

    There is no entitlement to the issue of a replacement polling card if a polling card has already been issued - especially if it is highly likely that it is still in the post.

    If a polling card you applied for is not delivered to the place of delivery you specified, a new polling card can be issued to you by Saturday, June 8, 12 noon at the latest, following a declaration by you.

    In this case, please contact the electoral office of the city of Hilden in good time. If a polling card has already been issued for you, you can only vote with this polling card. On election Sunday, you are no longer entitled to vote at the polling station without this polling card.

    A polling card is not a polling card.
    Lost polling cards will not be replaced.

    Please send the red ballot letter containing your vote in good time to the address stated on the envelope. The ballot letter must be received there by 6 p.m. on election Sunday.

    To ensure that your election letter reaches the Hilden electoral office on time, it is recommended that you use the in-house letterbox at Hilden town hall in the last few days before election Sunday and also on election Sunday by 6 pm.

  • Sudden illness and other exceptions

    In cases of sudden illness and in exceptional cases regarding persons not entered in the electoral roll (e.g. naturalization, determination of the right to vote in objection proceedings), polling cards can still be applied for until 3 p.m. on 9 June. Proof of the right to a polling card must be provided in these cases!

    In cases of sudden illness, a medical certificate and, if necessary, an authorization to apply for and collect postal voting documents for the person entitled to vote are therefore required.

    The exercise of the right to vote by proxy is not permitted.
