The Municipal Public Order Service (KOD) of the City of Hilden patrols the entire city to enhance safety and order and to monitor compliance with legal and statutory requirements, guidelines, and rules outside the scope of police authority. It is important to note that the KOD does not replace police activities, not even on a supplementary basis.
Likewise, the security service helps maintain a positive image of our city, and its presence helps strengthen the sense of safety among the residents of Hilden.
It takes a preventive approach—that is, proactive and precautionary—as well as a repressive one in cases of actual disturbances of public order. This means that violations of the rules are punished as administrative offenses. In doing so, the KOD works closely with other city departments, such as traffic enforcement officers and the police (including through joint patrols).
In addition to conducting independent investigations and inspections, patrolling the streets, and approaching individuals of concern, the staff members serve as points of contact for the public and forward observations, findings, and tips from citizens to the appropriate agencies.
