Integration council election 2025

The local elections in North Rhine-Westphalia will take place on Sunday, September 14, 2025.

All eligible voters are called upon to take part in the election.

The election office, which is signposted accordingly, is located on the first floor of Hilden town hall in rooms 105 and 107.

The election office opens on Tuesday, August 12, 2025.

From this day onwards, postal voting documents will be handed out directly in person or sent by post using the other permitted methods (email, return of the completed election notification or online).

The election office is open until Friday, September 12, 2025, 3 p.m.

    On this day, the electoral office - like all electoral offices in North Rhine-Westphalia - is open from 08:00 to 15:00.

  • Eligibility to vote

    All persons in Hilden who are eligible to vote on election day are

    • Germans within the meaning of Article 116 paragraph 1 of the Basic Law are
    • are EU citizens,
    • are at least 16 years old,
    • have had their main residence in Hilden since at least August 29, 2025 or are otherwise habitually resident in Hilden and have no residence outside Hilden and
    • are not excluded from the right to vote as a result of a judge's decision.

    Persons without a fixed abode
    Persons entitled to vote who are not registered for residence in Hilden or outside Hilden, but who usually reside/have resided in Hilden on August 3, 2025, can apply to be entered in the Hilden voters' register between August 4 and August 24, 2025.

    The application for registration must be submitted to the electoral office of the City of Hilden in writing or in person during opening hours. The application must contain the surname, first names, date of birth and the exact address of the person entitled to vote (for example, the address of the accommodation where the person usually stays) and must be signed personally and by hand. You can obtain the relevant form from the Hilden electoral office.

  • Election notification

    The election notifications will be sent automatically to all eligible voters by August 23, 2025 if they are eligible to vote and are registered in the Hilden electoral roll.

    In the election notification you will find, among other things, the address of your polling station where you can cast your vote on election Sunday.
    You can only cast your vote at your own polling station on election Sunday!

    Anyone who is eligible to vote and has not received an election notification by August 23 is asked to contact the electoral office by telephone on 02103 72-1234.

  • Postal vote

    If you are unable to go to your polling station in person on September 14, 2025, you can cast your vote by post from August 12, 2025.
    To avoid postal delivery times, it is recommended that you collect postal voting documents from the electoral office or vote directly there.

    Every person entitled to vote who is entered in the electoral roll will receive a polling card with postal voting documents upon request.

    If you would like to apply for a polling card with postal voting documents, you can use the online form until September 9, 2025. You do not need a polling card for this.


    Of course, you can also send us your application in any other written form.


    It is not possible to submit an application by telephone.

    The application must contain the full first name and surname, the street and house number, the zip code of the main residence in Hilden and the date of birth. In addition, an alternative mailing address can be specified. Anyone submitting the application on behalf of another person must prove that they are authorized to do so by submitting a written power of attorney. Please note that the electoral office has no influence on postal delivery times, especially with regard to the postal route for sending and returning the election documents.
    It is possible to have a new polling card issued if it is highly unlikely that the original polling card will be delivered or if you have lost it.

    If a polling card you applied for is not delivered to the place of delivery you specified, a new polling card can be issued to you by Saturday, September 13, 12 noon at the latest.
    In this case, please contact the electoral office of the city of Hilden in good time. If a polling card has already been issued to you, you can only vote with this polling card. On election Sunday, you are no longer entitled to vote at the polling station without this polling card.

    A voter's notification is not a polling card!

    Please send the red ballot letter with the cast vote in good time to the address stated on the envelope. The election letter must be received there by 4 pm on election Sunday in accordance with the relevant legal requirements.
    To ensure that your election letter is received by the City of Hilden's electoral office on time, it is recommended that you use the in-house letterbox at Hilden Town Hall in the last few days before election Sunday and also on election Sunday by 4 pm.

    Important note:
    If you do not specify in your application whether you would also like to apply for postal voting documents for a possible run-off election, we will only send you the postal voting documents for the main election on September 14.

  • Sudden illness and other exceptions

    In cases of sudden illness and in exceptional cases regarding persons not entered in the electoral roll (e.g. naturalization, determination of the right to vote in objection proceedings), polling cards can still be applied for until 3 p.m. on 14 September. Proof of the right to a polling card must be provided in these cases.

    In cases of sudden illness, a medical certificate and, if necessary, an authorization to apply for and collect postal voting documents for the person entitled to vote are therefore required.

    The exercise of the right to vote by proxy is not permitted.


Move in/move out/move away

After the creation of the electoral roll on August 3, 2025, special conditions apply for the period up to August 29, 2025 with regard to changes to the electoral roll in the case of a

  • Relocation to Hilden
  • Relocation within Hilden and
  • Moving to another city
  • Immigration

    Registration in the period from August 4 to August 29, 2025
    Eligible voters who move to Hilden and register for an apartment during this period will be entered ex officio in the electoral roll of the voting district responsible for the new apartment. You will be sent a polling card.
    You will be deleted from the electoral roll of your previous municipality of residence - if located in North Rhine-Westphalia.
    If you have already received a polling card or cast a postal vote in your new municipality of residence, these will become invalid.

    Registrations in the period from August 30, 2025 to election day
    Persons who move to Hilden during this period and register for an apartment during this period remain eligible to vote in their old municipality.

  • Relocation within Hilden

    Re-registrations in the period from August 4 to 29, 2025
    Eligible voters who re-register during this period and move their main residence within Hilden from one municipal electoral district to another are automatically entered in the electoral register of the electoral district relevant to the new residence. These persons will be sent a new polling card. Voting is only possible in the new constituency. They will be deleted from the electoral roll of their old constituency. Ballot papers already received and postal votes cast will become invalid. However, they can reapply for a polling card with which they can exercise their right to vote by postal ballot.
    If they move within a municipal electoral district, those entitled to vote remain on the electoral roll for their previous home.
    However, they can apply to the electoral office for a polling card with which they can exercise their right to vote by postal ballot.

    Re-registrations in the period from August 30, 2025 to election day
    Eligible voters who move during this period and re-register within Hilden remain on the electoral roll for their previous home.
    However, they can apply to the electoral office for a polling card to exercise their right to vote by post.

  • Departure

    Persons entitled to vote who move away from Hilden after August 3, 2025 until election day or whose main residence becomes a secondary residence will be deleted from the Hilden voters' register. Ballot papers already issued and postal votes cast will be declared invalid.
